  • Electric-power Plants in Laos: This year saw the development of Lao electric power projects. Many projects are under construction and due to start the construction within this dry season.
  • Presentation on the Power Development Plan in Laos: At the invitation of US Trade and Investment Agency Chief of Bureau of Secretariat of Lao National Committee for Energy is leaving for the United States to make an orientation visit to a number of US hydropower dams such as Parker Dam in Arizona and Davis and Hoover Dams in Nevada . He and other Lao Government officials will also visit the US Department of Environment in Washington D.C. During the 12-day visit program a series of presentation on the Lao Power Development Plan will be made to US Industrial representative.
  • Electricity Law under amendment: The Amendment of the Electricity Law is under way. This will enhance foreign direct investment in the power sector. The amendment will look into requirements and concerns of international lending financiers as to facilitate more non-recourse financing in the Lao power plants.

    Vientiane, April 26, 2005—The World Bank's International Development Association (IDA), the Government of Lao PDR, and the Nam Theun 2 Power Company (NTPC) today signed legal agreements confirming their respective commitments and obligations in implementing the Nam Theun 2 (NT2) Hydroelectric Project in Lao PDR. These documents specify the terms and conditions under which the $50 million IDA partial risk guarantee and $20 million IDA grant provided by the World Bank in support of the project are used to ensure that NT2 supports poverty reduction and environmental conservation in Lao PDR.

International Workshop for Nam Theun 2 Concludes in Bangkok
(Bangkok, August 31, 2004) More than 200 people from government, civil society, academia, media, development agencies, and the private sector came together today to discuss the proposed Nam Theun 2 hydroelectric project in Lao PDR, against the broader context of promoting development in Lao PDR, a country where poverty is entrenched - 70% live on less than US$2 a day and social indicators - maternal and infant mortality, literacy - among the lowest in East Asia. 

Dr. Somboune Manolom, Permanent Secretary, Ministry of Industry and Handicrafts presented a picture of the reality of Laos, and noted that 80% of Lao live in rural areas; that 40% of villages practice slash-and-burn agriculture; 70% of the labor force has no education or did not finish primary school; life expectancy is 59 years; 1 in 10 children die by age of five and 1 in 4 adults die by age 40. "These are sobering statistics.  Many of these indicators are improving, but much remains to be done, which is why rural development and poverty reduction programs are so important to my government.  Nam Theun 2 has the potential to deliver a significant and predictable stream of revenue that would have a very clear positive impact on national development."
