Revamping of Lao Power Sector

Ministry of Energy and Mines (MEM) was established and hence replaced the Lao National Committee for Energy (LNCE). Consequently, the Bureau of Secretariat (BOS) of the Lao National Committee for Energy was replaced by the Department of Energy Promotion and Development (EPD) which is under administration of the MEM. Roles and responsibilities of both the LNCE and BOS were transferred to the MEM and EPD respectively.

Mr. Xaypaseuth PHOMSOUPHA, former Chief of BOS was appointed as Director General of the EPD. He also took up an assignment as Chairman of the Coordinating Committee for the Development of Electric Power (CDEP) that is in charge of negotiating power purchase agreements with off-takers in neighboring countries. He is still holding the position of Chief of Secretariat of Nam Theun 2 Steering Committee. With his position of the Director General of the EPD he has Mr. Khamchanh PHARAGNOK as the first Deputy Director General and Mr. Sychat BOUTSAKITTILATH as the second Deputy Director General.

Under the EPD there are the Database and Project Promotion Division, Project Development and Monitoring Division, Negotiation and Contract Management Division, and Logistics and Project Support Division.

It has been notified that all references to Bureau Chief of BOS that may be appeared in project documents in relation to the development of electric power projects in Lao PDR shall be replaced with Director General of the EPD. Postal address, e-mails, Fax and telephone numbers remain unchanged.
