Milestones Leading to the Project's Implementation

In response to suggestions made during the symposium, presented below is a table which provides a synoptic view of the estimated time frame leading to the start of construction, with the main tasks and associated tentative key dates.

Since the symposium took place, the revised Social Development Plan (which is comprised of the Resettlement Action Plan and the Ethnic Minorities Development Plan) has been finalized in a draft form and submitted to the World Bank in July 2002.

Furthermore, the bids for the electromechanical works of the Project have been submitted in July 2002 and are currently under review.

The draft Concession Agreement (CA) as well as the draft Power Purchase Agreement (PPA) will be submitted for consideration and approval to the National Assembly in September of this year.

In the framework of the Concession Agreement (CA), the Government will grant, in a timely manner, a number of approvals to the Project that are necessary for its financing and construction activities.

Before the end of 2002, the Government will also have finalised, in draft form, the National Poverty Eradication Programme - an operational translation of the Lao PDR's Strategic Approach to fighting poverty as presented at the 7th Roundtable Meeting in November 2000. Revenues stemming from the NT 2 project will be essential for the Programme's implementation.

The Government will start seeking funding sources to finance its equity portion in the project by the end of 2002.

Finally, the Government of the Lao PDR, together with the Developer, intend to submit the Project to the Bio-Carbon Fund, on the grounds that the Nam Theun 2 project will help save mankind 520 million tons of CO² emissions over the next one hundred years.4
