Powering Progress is the website of the Department of Energy Promotion and Development (EPD), which is under the mantle of the Ministry of Energy and Mines. It has been established to share information on the Lao Government’s hydropower development plan, which is an integral part of the country’s poverty reduction and development strategy. This website was developed from the former Powering Progress website that had been built under the previous government agency the Lao National Committee for Energy (LNCE). The LNCE was established in 1999 and played a leading role in the development of the Lao hydropower sector up until the establishment of the Ministry of Energy and Mines in 2006. The Department of Energy Promotion and Development then effectively took over the role of LNCE. Some background information on the LNCE is provided in History of hydropower in Lao PDR.
